Use graphics to talk about the three levels: Have a picture of the local town hall, state capital and the National capitol in Washington when you talk about these three groups.
• Talk about the local law enforcement or police and how they all must be trained at an academy and must pass a certain state test before working in any position in the state.
• In highways,talk about local roads, state supported roads and interstates which are federally funded roads.
